Kozhikode under the threat of Gas distributing `terrorists'

With greed for money, tendency to counter the regulations, habit of breaking promises, looting public in a civilized way by threatening them of stopping the distribution of gas cylinders, that is an essential commodity, is it called the functioning of gas agency or shall we better call it terrorism?
Looters is there a better name for the gas agencies and gas distributors those who black market the gas cylinders and loot the consumers by charging heavy price for distribution?

Deceiving the public and the government have become the habit of these sharks, after getting the dealership license by agreeing for free home delivery of gas cylinders the gas agencies have bounced back from their promise to put the consumers in dilemma.
Crossing all limits these arrogant group of gas distributors are illegally giving their cylinders to the illegal refilling centers that even pose a threat of explosion.
When the public is conscious of the terrorists who directly pose threat to our lives why are we not bothered about the terror elements in disguise of public nuisances?
